صفقه الشاطر و مرسي لبيع سيناء ... الأساطير المؤسسه للسياسه المصريه

تقول الاسطوره ان السيد خيرت الشاطر و د محمد مرسي قد باعا سيناء لأمريكا و اسرائيل لتهجير الفلسطينين هناك بمقابل بلايين من الدولارات. سنثبت هنا بالوثائق في الحلقه ١٧ من سلسله دحض الأساطير ان هذه اكذوبه لا أساس لها من الصحه و انه تم اختراعها لحساب رجل اعمال بعينه سنأتي لذكره. بالعكس سنثبت من الذي يقوم ببيع سيناء و لمصلحه من في غفله عن الشعب المصري.

في ١٠ سبتمبر ٢٠١٢ نشرت جريده الوطن المصريه تحقيقا "منفردا" كما وصفته بقلم اسامه خالد قالت فيه انها حصلت علي وثائق و خرائط (لم تنشرها) لموآمره امريكيه اسرائيليه لتكوين دوله لغزه في سيناء. لم تذكر الصحيفه لا مرسي و لا الشاطر و لكن انطلق بالطبع جهاز الإشاعات لترويج ذلك حتي استقر الامر في عقول المصريين.

أصل الموضوع في المجلس العسكري ٢٠١١:

في عام ٢٠١١ قام المجلس العسكري بدراسه مشروع قانون تنميه سيناء متضمنا ٤ مواد مهمه:
١- إمكانية تمليك أراضي سيناء لأول مره و هو مطلب قديم لأبناء سيناء.
٢- عدم جواز تملك غير المصريين و لا المصريين اصحاب الجنسيات المزدوجة لأراضي سيناء.
٣- إمكانية انتفاع الأجانب بأراضي سيناء لمده لا تزيد عن ٩٩ عاما، و هو أسلوب متبع في دول عديده مثل المكسيك مثلا التي لا تملك الاجانب و لكن تؤجر لهم الارض فقط.
٤- ان يقوم وزير الدفاع بتحديد الاراضي التي لا يمكن بيعها او تأجيرها لأغراض الأمن القومي.

بالطبع مشروع القانون يبدو متوازن و نسخه منه موجوده في المصادر كما نشرها الأهرام وقت المجلس العسكري.

و من السهل القول ان حرمان مزدوجي الجنسيه من تملك الارض هو نتيجه لهياج الصحافه المصريه ضد المصريين الحاصلين علي جنسيه اسرائيليه بعد زواجهم من فلسطينيات من عرب ٤٨. لذلك لا يمكن تصور شكل الرأي العام المصري اذا صدر قانون يجيز لمزدوجي الجنسيه تملك ارض في سيناء.

"قانون هشام قنديل" لتنميه سيناء في سبتمبر ٢٠١٢:

في ٢٥ يناير ٢٠١٢ وافق المجلس العسكري علي مشروع قانون تنميه سيناء بنفس القواعد التي كان عليها المشروع عند تداوله في سبتمبر ٢٠١١.

المثير ان جريده الرياض السعوديه هي من نشرت تلك الموافقه و لم تنشرها الجرائد المصريه.

بالطبع اي قانون يحتاج للائحه تنفيذيه كي يتم تطبيقه. تلكأت الوزارات المختلفة حتي الجنزوري في إصدار لائحه تنفيذيه.

أتي د هشام قنديل و اصدر في سبتمبر ٢٠١٢ لائحه تنفيذيه لتنفيذ القانون و هي لائحه بسيطه (انظر المصادر) تضمنت الآتي:
١- أتاحه فرصه ٦ أشهر امام الاجانب و مزدوجي الجنسيه لتوفيق أوضاعهم من حيث تملك الاراضي في سيناء. بمعني ان يبيعوا الاراضي التي ملكتها لهم الدوله في السابق للمصريين.
٢- إلزام وزير الدفاع بتحديد الاراضي الضروري عدم بيعها حفاظا علي الأمن القومي، و بذلك لم يدع الامر سداحا مداحا.

في سبتمبر ٢٠١٢ و حتي نهايه العام انطلقت الهجمه الشرسه علي د مرسي و د هشام قنديل و بدأت اتهامات بيع الاراضي، مع ان القانون اصدره المجلس العسكري و مع ان اللائحة التنفيذيه و القانون صرحاء تماماً في وجوب عدم تملك مزدوجي الجنسيه للأراضي!

في نوفمبر ٢٠١٢ شنت مجله الأقباط اليوم حمله عنيفه ضد د هشام قنديل و اتهمته بانه يضر بمصالح المستثمرين المصريين في سيناء ممن حصلوا علي جنسيات مزدوجه قبل القانون و انهم مهددون في رزقهم و ان سيناء ستنهار بسبب هذا القانون (المصدر مذكور في قسم المصادر). الغريب انها أطلقت عليه قانون هشام قنديل مع انه لم يصدر القانون من الأساس!

لم تقل الأقباط اليوم من هؤلاء. لكن في ٢٨ ابريل ٢٠١٤ نشرت المال اليوم ان الحكومه الحاليه تعيد النظر في قانون تنميه سيناء نظرا لان بعض المستثمرين مثل "رجل الاعمال المعروف عماد عزيز صاحب مجموعه سافوي" قد "ضخوا استثمارات كبيره في سيناء و حصلوا علي جنسيات مزدوجه و انه ليس من العدل الإضرار بهم"

إذن قد تكشف الموضوع الان. فالسيد عماد عزيز هو صاحب و رئيس فندق سلسله فنادق سافوي في شرم الشيخ التي تضم فنادق سوهو و رويال سافوي و سييرا و سافوي و تصل أسعار الاقامه بهم بين ١٣٢٠ و ٣٠٠٠ دولار في الليله الواحده للفيلات و يروج الفندق لنفسه انه مخصص للمتميزين فقط. بالطبع فالسيد عزيز يحق له ان يحصل علي اي اجر يشاء في الليله لكن من الصعب ان نصدق التشدق بالوطنيه و معارضه تطبيق القانون، بالرغم من ان أقصي ما سيفعله القانون هو اما إجباره التخلي عن الجنسيه الاجنبيه التي حصل عليها او تحويل تملكه للأرض الي عقد انتفاع لمده ٩٩ عاما!

و ربما السؤال المهم هو كيف حصل السيد عماد عزيز بالأساس علي ملكيه ارض في سيناء و في شرم الشيخ ذاتها وقت رياسه السيد مبارك.

إذن عوضا عن اتهام د مرسي و د قنديل فالاولي التحري عمن باع الارض بالأساس و عن المجلس العسكري و رئيس المخابرات وقت مبارك الذي ملك مزدوج الجنسيه الارض في غفله عن الرقابه و المحاسبه الشعبيه.

و من الواضح انه عوضا عن تمليك البدو سيتم العوده مره اخري لتمليك رجال الاعمال.

دعوات أوباما و التحقيق معه:

بالطبع ذكرت الإشاعات و راج في مصر ان السيد أوباما يخضع لتحقيق الكونجرس الامريكي (!) بسبب دفعه هذا المبلغ للسيد الشاطر! و ان السيد السيسي كشف هذه الصفقه و انه يهدد أوباما بها.

و الحقيقه ان هذا كلام مضحك للغايه. فلا توجد ايه تحقيقات مع أوباما في هذا الموضوع او غيره. و ها نحن بعد عام كامل من هذه القصه و مازال السيد أوباما رئيساً للولايات المتحده و ملأ السمع و الأبصار. بل و أرسل موظف عادي بالسفارة الأمريكيه ليحضر حفل تنصيب السيد السيسي. في الواقع ان من يقيم الاتهام جدير به ان يحاول و لو حتي محاوله لاثباته.

الفلسطينيون و سيناء:

بالطبع لو حاول اي احد ان يشغل مخه و لو قليلا سيفهم ان موضوع أقامه دوله فلسطينيه في سيناء هو موضوع مضحك جدا في الظروف الحاليه. فلو امريكا أرادت ان تقيم صفقه مع مصر لتصفيه قضيه اللاجئين فلماذا سيناء؟ أليس الاولي ان يكون الحل ابسط للغايه؟ فسيناء قليله السكان و توافد ملايين الفلسطينيين لها امر يسهل كشفه كما سيعاديه بدو سيناء الذين من الأساس يعادون سكان الوادي القادمين لسيناء! الأسهل تماماً هو الضغط علي مصر للسماح للفلسطينيين بأخذ الجنسيه المصريه و الاقامه في مصر و وادي النيل. هنا سيذوب مليون فلسطيني بسهوله تتمه وسط ٩٠ مليون مصري، و سيتهافت الشباب المصري للزواج من البنات الفلسطينيات و تضيع القضيه الفلسطينيه!

لذا المفترض هو وجوب محاسبه السيد حسني مبارك الذي اصدر قانون التجنيس الجديد!

و مما يزيد الأمور شكا في السيد مبارك ذاته هو تصريح علي الفريجي رئيس مجلس قبائل سيناء في مايو ٢٠١٢ عندما قال (المصدر مذكور بالأسفل) ان حكومه السيد مبارك قامت في عام ٢٠٠٧ عندما اجتاحت اسرائيل قطاع غزه بإنشاء مخيم مكون من ٥٠٠٠ خيمه شرق العريش. و قال علي الفريجي ان بدو سيناء هددوا الحكومه المصريه انهم سيحرقون المعسكر لأنهم رأوا فيه اعتداءا علي ارضهم و رغبه من حكومه السيد مبارك في توطين اللاجئين الفلسطينيين في مصر!

لذلك قليلا من اعمال العقل سيكشف ان هذا كلاما يقترب من التخريف في ظل الظروف الحاليه.

كما واضح في المصادر فان من قام بترويج تلك الإشاعات هم رجال المخابرات المصريه و احتضنتهم جرائد دول الخليج مثل الكويت.

و يبدو ان المثل القائل ان المجرم يريد ان يثبت ان الشرفاء مجرمون ينطبق هنا بالحرف!

تاريخ الصفقات السريه:

المثير في الامر ان هناك أصل فعلا لموضوع بيع سيناء لتوطين اللاجئين الفلسطينين.

فبالإضافة لرغبه السيد مبارك إنشاء معسكرا من ٥٠٠٠ خيمه في العريش للفلسطينيين فانه في ٣٠ يونيو ١٩٥٣ وقعت الحكومه المصريه اتفاقا مع الاونروا و هي منظمه الامم المتحده لرعايه اللاجئين الفلسطينيين يقضي بتوطين ١٠٠-٢٠٠ الف من اللاجئين الفلسطينين في سيناء (نص الاتفاق في المصادر كما هو وارد في سجلات الامم المتحده) بشرط ان تقوم الامم المتحده بتوفير المياه لهؤلاء اللاجئين. و يقول تقرير الاونروا (نقطه ٨٤ و ٨٥ في المصدر) ان الاتفاق الجديد يحل المشكله بشكل جديد فعوضا عن التنقيب عن المياه في سيناء سيقوم المصريون بنقل مياه النيل نحو الساحل الشمالي الغربي من سيناء باستخدام نفق تحت قناه السويس (المصدر واضح تماماً ًهو من سجلات الامم المتحده عام ١٩٥٣ و لا شك فيه).

و قد استغل الفلسطينيون كما وارد في المراجع بالأسفل ذلك ضد الحكومه المصريه حتي عام ١٩٥٥ و حدثت مظاهرات ضد مصر في الأردن و سوريا لتذكير مصر بأنها اول من وافقت علي توطين الفلسطينيين خارج فلسطين.

المهم ان هذا الاتفاق بين مصر و الاونروا تم توقيعه بعد أسبوعين من استيلاء جمال عبد الناصر الاول علي السلطه و اعلان الجمهوريه و بدء محاوله التخلص من رجال محمد نجيب.

المثير ان الاستعدادات تجري الان علي قدم و ساق لبيع اراضي ترعه السلام في شمال غرب سيناء بالمزاد العلني. ففي اغسطس ٢٠١٣ بعد الانقلاب مباشره أعلن الأهرام عن بيع ٣٤٠ الف فدان (ذات الرقم المذكور في الاتفاق مع الاونروا!) علي ان يكون البيع للمصريين فقط. ثم حديثاً أعلن الأهرام ان المزاد قريب لبيع ٨٠ الف فدان "وفق الشروط الوارده في كراسه الشروط".

و السلام لمزدوجي الجنسيه و لا عزاء للشعب المصري.
